Fresh Passport and Registration of Birth
For a Child Born in the Jurisdiction of CGI Auckland
Who Can Apply
A child born in New Zealand on or after 3 December 2004 is a citizen of India by descent if either parent - the father or the mother - is an Indian citizen at the time of the child’s birth, and the child’s birth is registered with the Consulate within one year of birth. The parents must also submit a declaration that the child does not hold the passport of any other country.
This page applies only to children born within the jurisdiction of CGI Auckland.
Important: The child’s birth must be registered with the Consulate within one year of the date of birth.
The child’s birth must first be registered with the Consulate - this is a prerequisite for the passport application and must be completed before it. Once the birth is registered, the passport application is made online and the printed forms, supporting documents and fee are submitted to the Consulate. The steps are set out below.
How to Apply
Step 1 - Register the child’s birth

Complete the online Registration of Birth form for Indian citizenship by descent on the Ministry of Home Affairs (MHA) citizenship portal: indiancitizenshiponline.nic.in. Select the registration method in the list: “Registration of birth of a minor child at an Indian consulate under section 4(1) of the Citizenship Act, 1955.”

The completed form must be signed by both parents and attested by a Justice of the Peace (JP). JP attestation is not required if both parents submit the application in person at the Consulate.

Take a printout of the completed form - it is a required document (see Documents Required below).
Step 2 - Apply for the passport online

Once the birth is registered, complete the online passport application on the Global Passport Seva Portal: mportal.passportindia.gov.in/mission. Create a User ID, then log in and fill in the application form.

Select the Indian Mission: New Zealand – Auckland.

Select the passport type: Fresh.

Complete all fields accurately, exactly as they are to appear in the passport.

Before submitting, upload an ICAO-compliant photograph, a scanned copy of the applicant’s signature, and all other required documents. This is mandatory.

After submitting the form online, print a copy of the application.
Step 3 - Submit the application and fee

Submit the printed passport application, the completed birth registration form, all supporting documents listed below, and the prescribed fee.

Child born through surrogacy: Annexure “I” for issue of a passport to a child born through surrogacy.

Single parent applying for a child born out of wedlock: Annexure-C / Appendix-1, attested by a Judicial Magistrate, Executive Magistrate, Oath Commissioner or Notary Public.

Child who is also a New Zealand citizen by birth: a confirmation letter from the New Zealand Passport Office, Department of Internal Affairs, stating that the child has not obtained a New Zealand passport.
Fees
Submitting by Courier

Use a courier service that provides a tracking facility. Do not send applications by ordinary post.

Enclose a self-addressed prepaid envelope for the return of the passport. Provide a separate return envelope for each application.

Keep the tracking numbers for your courier. The Consulate General of India will not take responsibility for any courier that is lost, misplaced, damaged or delayed.

Before making any status enquiry, please confirm with your courier service that the application has been delivered to the Consulate.
